Le Morne's Kite Lagoon isn't only for kitesurfers: schools like ION Club teach windsurfing and wing-foiling (a hand-held wing with a hydrofoil board), which is easier to start than kitesurfing. The lagoon is shallow, flat and warm, and the trade winds are reliable.
